Very good questions.
After the arrival of L1022 and Z1925 in Southern Finland, there were centuries for them to develop different distribution patterns. In small northern populations, chance and genetic drift can affect strongly. Some “marginal” (from the Saami perspective) south coast group probably had Y5004 but not significantly any descendants of Z1925, before it sent men to the south (perhaps already Y7300, born 450 BCE, but at least Y5003, born 350 BCE, growing strongly there: 11 % of Estonian men are under the latter lineage).
Moreover, there were always expansions and divergences everywhere. Also Early Proto-Saami community probably diverged, even though no Para-Saami branches have survived to the literary era, so we can never reach these dialects.
It does not seem possible that Z1925 arrived later, because it has primary branches centering in Finland and Scandinavia. But taken the Scandinavian connection, perhaps Z1925 spread in a bit more northern zone in Finland, or at least it reached the west coast, while some L1022 group probably was closer to the south coast and developed contacts with people in Estonia.
